Add failover / high availability for the PI to AVEVA Data Hub Transfer Agent

Right now, the Transfer Agent is a single point of failure. We need to be able to install at least one additional Transfer Agent, on a separate host, so that we can guarantee that our PI System data will arrive in AVEVA Data Hub. This will also allow us to perform updates and patches without any interruption in data flow.
