Add User button should be disabled/grayed out for non Tenant Administrator

From CONNECT Data services page > Security > Users > User with Tenant Contributor permission is able to click the "Add User" button. However, the user will not be able to create any new user as we would need Tenant Administrator permission.

You must belong to the Tenant Administrator role to add and manage users in a tenant as per CONNECT data services users > point 4 note

Tenant Contributor – This role has read and write permissions by default. The UI can be improved to avoid confusion such that "Add User" button should be grayed out/disable for users without Tenant Administrator permission
