accept relative time period as historical start time for transfer settings

Business requirement to re-transfer dataset due either to network or server related issue(s).

    A relative time (like *-90d) would be better over the long run. Leaving a fixed date as the historical start time may mean that in a few years the agent would be asked to backfill a few years worth of data.
