Support of Event Frame Annotations

Sometimes, annotations in Event Frames are stored (e.g. when acknowledging/commenting a notification in PI Vision). This information should get replicated to CONNECT data services and be made available through CONNECT visualization services. The other way around, if someone is making an annotation to an event in CONNECT visualization services (whenever this will be supported for CONNECT data services events), these annotations should also be made available back to the PI System in order to allow seamless reporting on both platforms (PI and CONNECT).
