Data Update Mechanism

Have a mechanism to subscribe to data change updates on the platform so applications don't need to constantly poll for changes.

Currently we don't have a good way to know when past data has changed in the Data Hub. Past data may be updated (for example pricing, manual samples) but we cannot detect the changes. Looking for a "substituted" flag can help but doesn't say when it was updated or how many times.

@Todd - this would be very valuable for us. I can think of many different scenarios where we would be able to utilize this type of capability from allowing edge devices to check for changes to perhaps update a configuration, through to watching for new data being posted to a stream to allow another process to act upon that stream of data without the need for continuing polling. And of course polling is a little more network intensive depending upon how much data you are polling for to look for changes and a lot of the edge-to-cloud may be bandwidth constrained (think remote locations on GPRS or 3G/4G connections).
