Allow saved queries to be loaded from the Browse tab

1) Once we have created the default queries, these are what we expect the users to primarily use.

2) It provides consistency for training and user experience, where once you have created an object you can find it in the 'Browse' section.

3) It means that most users only need to see the Browse section to navigate their data. Meaning other options (Create, Configure) may be restricted by role in the future
