Configure refresh interval start time

End-users of created virtual tables expect updates at specific times.
Request would enable user to indicate when refresh should occur. For example, for daily refresh, indicating a time of 5am, so that end-users can query the updated table when they refresh reports at 7am. Similar request for more frequent updates, e.g.: hourly, indicate when during the hour to perform the refresh
