Support Fixed-Time Value Retrieval in Data Views Across DST Transitions

Currently, when plotting interpolated Data Views that span Daylight Saving Time (DST) transitions, the returned values shift by one hour in alignment with the clock change.

This behavior can lead to inconsistencies in time-based analyses where a fixed reference time is required (e.g., always retrieving values at midnight, 00:00, regardless of DST).

We request the addition of a feature in CONNECT Data Services that allows users to define a fixed time for value retrieval, ensuring consistent timestamps across DST changes.
