Detect when a stream was added or removed from the community

Have the ability to see if new streams were added/removed from the community. The idea is to automate actions on the receiving end of the community by adding the new streams to any sort or analytic or visual once a stream is added.

    This capability would allow partner applications to scale more efficiently when using the Change Broker to access streams shared via Communities. It would eliminate the need to periodically compare the Community stream list with a Change Broker signup list to keep these synchronized.
